State law governs the maxium amount allowed to be collected by an owner.  Currently an owner is limited to two times the total monthly rent for an unfurnished apartment and three times the total monthly rent for a furnished apartment.  No other amounts can be collected, regardless of how you label them.  It does not matter that you call the funds, security deposit, key deposit or last months rent.  If it is collected at the commencement of the tenancy, it is regulated as a deposit and subject to the state law limitations.
